Richard B. Smith grew up in Lancaster until winning a scholarship to Yale University out of McCaskey High School. He won the best freshman swimmer award at Yale at a time when Yale's teams ranked near the top nationally. A year after graduation from Yale, he entered law school at the University of Pennsylvania, where he met his future wife, Mary Wells Detwiler, who was an undergraduate. They married in 1954. During his career, he worked as a lawyer in New York (1955-67), as a Commissioner at the Securities and Exchange Commission in Washington, DC appointed by President Lyndon B. Johnson (1967-71), and as a partner at the NY City law firm of Davis, Polk, and Wardwell (1971-90). He was active in the Republican Party and in civic affairs throughout his career, and headed Mayor Ed Koch's Taxi Commission during the 1980's to reform the taxi industry. He retired in 1990 but continued to work most days showing more energy than many men thirty years his junior. He was a member of the Wall Street Club, River Club, Riverdale Yacht Club, and Chevy Chase Club in Washington, DC.

As a boy he would make his way out to Tucquan Glen, in the vicinity of the Susquehanna River, a wonderful wooded area of ravine and hills and rhododendron bushes. He passed this love of the woods onto his children. He took his family on frequent trips to the Adirondack Mountains in upstate New York and other relatively wild places. He loved tennis, swimming, canoeing, hiking, and camping. He was a voracious reader, and especially loved history, and deeply loved classical music, particularly Beethoven and Brahms, and the great Protestant organ and choir music. Mary Wells Detwiler [Parents] was born on 14 Oct 1931 in Washington, DC and was christened in Episcopal Church, Herndon, VA. She died on 10 Mar 2011 in Douarnenez, France. Mary married Richard Blottenberger Smith on 5 Jun 1954 in Herndon, VA. The marriage ended in divorce.

Mary W. (Detwiler) Smith Pern worked during her career as a writer, editor, and development director for non-profit groups. She remarried John Pern, an Englishman from Hastings, in 1980 in Salelles du Bosque, France. John's specialty was rebuilding by hand old buildings and houses into new homes. After 1980 they moved back and forth across the ocean, remodeling homes in France, West Virginia, and Oregon. In the 1990s, Mary developed her gifts in painting, and has held large exhibitions and participated in competitions in Oregon and France. Her family genealogy, incidentally, indicates a large number of German ancestors who came by boat to Philadelphia in the early eighteenth century and settled in PA.
